Leicester City and Leicestershire County Council partner with SBS to deliver Warm Homes schemes

Principal retrofit contractor Sustainable Building Services Ltd (UK) Ltd (SBS) has been appointed by both Leicester City Council and Leicestershire County Council to deliver energy efficiency projects through the government’s Warm Homes: Local Grant programme.
The contracts, worth nearly £9 million when combined, will mean the delivery of energy efficiency upgrades for hundreds of homeowners and private landlords across Leicester and Leicestershire over the next two and a half years.
Working alongside the councils and boroughs throughout the county, SBS will take a property-by-property approach to install the most suitable measures to the latest PAS/MCS standards, including insulation, solar panels, smart heating controls and low carbon heating systems. The programme aims to tackle fuel poverty by helping residents cut energy bills, and provide warmer, healthier homes.
Daniel Owens, regional director at SBS, said: “Delivering area-based retrofit works at scale is one of the most effective ways to drive meaningful, long-term social change. This programme is about far more than upgrading homes; it’s about improving lives and strengthening communities.
"By combining our technical expertise with each council’s local insight, we can deliver measurable reductions in energy use, help residents cut bills and build a robust, people-centred model for tackling fuel poverty across the region.”
SBS’ role extends far beyond installation. Working closely with both councils, the team will guide residents from initial advice, through to retrofit assessment and completion, helping households understand the benefits of retrofit and ensuring they feel part of the process. The contractor’s local engagement plan also includes multilingual support and targeted community outreach to build trust and awareness in the areas where work is being delivered.
The company’s proven framework for quality assurance, risk management and compliance, developed through similar large-scale schemes nationwide, underpins the schemes. Each project follows a strict governance process, including robust checks on every element from materials through to delivery partners – ensuring transparency and value for money.
